My apologies for not following up until now. I tried several more solutions, all with zero success, and decided to step away from it a bit. Yesterday, I started over, restoring the system from scratch yet again, then taking the SP1 recovery state to SP2, trying Windows Update, then going to SP3 and trying again. Same result as before - error messages for both attempts (after upgrading to SP2 & SP3). However, this time, my search for a solution based on the error codes led me to a solution I had not tried before and it worked!
For the benefit of others who might gain from my frustration, I'll list the pertinent info here so a search in the months to come will turn it up...
The SP2 error code was 0x80190194 and the SP3 error code was 0x802D001. The result that worked for me was to follow the advice at http://answers.microsoft.com/en-us/windows/forum/windows_xp-windows_update/cannot-use-windows-update-error-number-0x8024d001/0ee8dde8-d842-4988-be81-297abc908488?page=1
I downloaded the referenced zip file, ran the batch file and watched as WGET fetched a bunch of files and completed everything. That took about 4-5 minutes. Then I rebooted (just in case), retried Windows Update and everything worked fine.
