The limitation is with the chipset, not the PC manufacturer.
Any brand desktop PC or notebook with the intel or mobile intel 915 chipset has this graphics adapter and there are no drivers for it.
If your PC has a PCI express 16 video slot, you can purchase a compatible W7 capable graphics card and that would be another way to have W7 work 100%.
I have a Dell Dimension 4700 with the same chipset.
I am running W7 64 bit on it just fine with a used, but tested and working AMD Radeon HD 2400 PCIe x16 graphics card I got on eBay for $9.00.
