Hello GAYLE13.  I understand you've lost your ability to create new folders.

First, run the System File Checker tool.  Here are the steps.

1. Click Start, type "CMD," and press Enter.
2. Type the command "sfc /scannow" and press Enter.  Note the space between "sfc" and "/scannow."
3. Post the result.

If this doesn't work you should back up your registry and then follow these steps.
