I understand you are getting the Error: 1316 when you attempt to uninstall HP Support Assistant. I have seen this error before when uninstalling and oddly it is a network error, but has also been related to the Windows Installer not being registered correctly. I am providing you with instructions to try below to register the Windows Installer:
Step 1. Press Windows Key+R key from the keyboard
Step 2. In the Open box, type msiexec / unreg and then click OK
Step 3. Press Windows Key+R key from the keyboard
Step 4. In the Open box, type msiexec / regserver and then click OK
Step 5. Restart your computer
