Have you tried using Microsoft System Restore? Restore your PC using a restore point prior to installing AVG PC Tuneup.
Instructions on using MS restore are found here.
Did you create a USB Recovery Drive? You may be able to refresh your PC with the USB Recovery Drive. Here are instructions on creating this drive for future reference. To avoid this type of issue in the future you may also want to create a custom refresh image to recover your PC to the state it was in when the image is created. Instructions can be found here.
Third party cleaning software sometimes aggressively cleans files it should not remove and corrupts the operating system. It is best to not use these types of programs. Since you cannot Refresh your PC it would appear AVG has done extensive damage to the system reserved recovery partition as well.
You could try reinstalling the network drivers (instructions here) but it seems you have additional system corruption.
If you are unable to restore your PC you may have to set it to the factory image. You should back up all important files prior to proceeding.
Did you create an HP recovery disc set upon purchasing your PC?
If not, you may be able to order an HP Recovery Kit here. Look in Recovery Media. The correct Recovery Build number should be on a sticker affixed to the bottom of your PC tower.
