URGENT question: reinstallation of Windows 7 using upgrade option CDs (2009)

Hi everyone,
 
I desperately need some guidance on reinstalling Windows.
 
Here goes:
 
Back in 2009, I purchased an upgrade from Windows Vista to Windows 7 as part of the Hewlett Packard upgrade programme.
 
My HP Pavilion PC - for which I purchased the upgrade - has a startup problem. Every time I start my computer, Startup Repair launches, runs and then advises me that the problem cannot be identified/fixed automatically. I cannot get beyond it. I've tried all the options (F1 ... F11) available to me after escaping during startup without any luck.  I'm guessing that the next logical step would be to reinstall Windows? So, to my question: can I use the same CDs that were sent to me back in 2009?
 
I ask because there are two CDs: one labelled HP Upgrade Manager (with a notation "Insert this disc first"), the other labelled Windows 7 Home Premium Upgrade Media (with a notation "For use only as an upgrade to a qualifying HP Windows 7 Upgrade Option PC").
 
I am hesitant to start the reinstallation as Vista has long gone.
 
I would be most grateful for your valuable assistance.
