If you are using Win 8 or Win 8.1 and your PC is under warranty you should contact HP for assistance. I am not aware of a legal method for downloading Win 8 or Win 8.1 without a retail upgrade or full install product key.
Here is an unofficial, licensed download of Win 8 64 bit OEM. Burn the ISO image to disc. Enter setup and set BIOS to use UEFI, enable secure boot, and disable legacy boot, if those options exist, prior to booting the Win 8 install disk.
The install should activate using the Win 8 key embedded in your PC's BIOS.
All HP software will not be present. You will have to install needed drivers from your PC's HP support site.
