I have had just a few issues with C++ libraries over the years. Mostly issues of my own doing. I did upgrade a couple of my C libraries on a Windows 7 system on which I was playing with some coding -- I never managed to actually break the libraries.
I have not seen this happen without "provocation", meaning, something has to chew on software to make it respond this way. That does not mean the User is aware of what he did, if anything -- it just means I don't believe that C++ libraries disintegrate without a root cause.
I would hope that the sxstrace output is useful.
My suggestion at this point, IF the C libraries are trashed: just use the most recent Image or other backups available and reinstall the operating system. I mislike mystery failures of this type.
