BROWSERS WON'T CONNECT TO INTERNET AFTER DOWNLOADING REALTEK HD AUDIO DRIVER

PC: Hewlett-Packard Slimline Pavillion  Model: s3307C

Operating Sys: 32-bit Vista Home Premium

I wanted to upgrade my sound driver and downloaded the Realtek  HD Audio 32-bit for Vista2013 as I saw I already had the 2009 version.  the one I downloaded is R-271  file version 2.11.15.0

Can no longer use my browsers, they keep loading and after quite a few minutes, (20) then I get a message that comes up saying that webpages are unresponsive and the option to wait or kill pages, this is on the Chrome Browswer.  Internet Explorer behaves in a similar way.  My computer shows that I am connected to the internet.

I called my internet service provider and they had me reset the modem to factory reset, no result.

They asked me to ping google.com, computer was not able to.

I have attempted two system restores, to no effect, it won't restore

I tried uninstalling the darn thing, and the computer re-installed it.

Running out of options here, can someone please help me? or is my computer ruined?

Thank goodness I have a second one, a laptop to seek help on.
