Download an updated wireless driver using this MediaTek / Ralink download.(You must enter your email and name, then click "Submit") Next, install the driver and verify that it updated the wireless driver.
You may need to download a WiFi Channel Scanner or use something like the broswer based Cisco Meraki WiFi Stumbler to determine channel overlaps and signal strengths and then make manual adjustments to your router's channel selection. You will have to log-in to your router and find the correct settings page to do this.
There is no need to set a static IP address for your computer. Doing so isn't going to solve the current issue.
