Recovery Manager won't start

My Pc-HP Pavilion, p7-1080t- won't start Recovery Manager. Either Recovery Manager or Create Recovery Manager won't start.

After I clicked on Recovery Manager, this window poped up :

Then, nothing happens. I don't know why the publisher is Cyberlink. I guess something wrong with it.

I try to start Recovery from startup screen. Although I clicked F11 before windows start, windows always starts.
