File missing or corrupt.

I bought a used computer for my son. Just to see if he would take care of it enough for me to buy him a new one. The hard drive was erased from the previous owner. They gave me the recovery disk to restore the computer. I have tried multiple times to do this and I keep getting a message that says windows could not start because the following file is missing or corrupt: System32\DRIVERS\pci.sys. Can this be fixed, if so how or did I just waste my money.
